Mahmoud M. Sakr is an emeritus Professor of plant biotechnology at the National Research Center, Egypt, with more than two decades of cumulative experience in Egypt's high-level science, technology, and innovation policies and management. He got his PhD from Tanta University, Egypt, in 1995 (with experimental work carried out at Pavia University, Italy, through fellowships from the Italian Ministry of Foreign Affairs and ICGEB). He was appointed a professor in plant biotechnology in 2006. He received the State Encouragement Award in Agricultural Biotechnology, the National Research Center Awards for Scientific Encouragement and Excellence in Biotechnology, and the International Council for Small Businesses (ICSB) award. 

Internationally, he served as the Vice President of SESAME (Jordan), NAM (India), and Egypt's Plenipotentiary in the Joint Institute of Nuclear Research (JINR), Russia. Sakr has over 140 scientific publications to his name in the biotechnology field, has authored and co-authored 5 books and two encyclopedias (Egyptian Medicinal Plants and Egyptian Traditional Foods), and has supervised 35 Master's and PhD students from Egypt, Sudan, and Algeria. He has published over 10 international publications and reports on STI policies, management, funding mechanisms, brain drains, brain circulation, climate change, green innovation, empowering youth and women, STEM, science diplomacy, foresight studies, entrepreneurship, and technology transfer and commercialization.
